What can I sow while the soil is still chilly?

The very first seeds to plant are those that don't mind cold soil—as long as the soil is healthy and drains well. By healthy, I mean soil that hasn't had problems with rot or damping off in the past. You can sow lettuce, parsley, English peas, carrots, radishes, spinach, mustard, onions, leeks and turnips. You also can start seed potatoes.
